On May 20-21, the II Regional Conference of European National Committees of International Humanitarian Law took place in Warsaw, jointly organized by the Ministry of Foreign Affairs, the International Committee of the Red Cross, and the Polish Red Cross.

The meeting was attended by over 110 participants representing 33 countries (including EU member states and candidate countries, EFTA states, and Great Britain) as well as the International Committee of the Red Cross and the Polish Red Cross. Among the delegates were representatives of ministries of foreign affairs, national defense, justice, national Red Cross associations, and diplomatic missions.

Welcoming words were delivered by Deputy Undersecretary of State at the Ministry of Foreign Affairs Henryka Mościcka-Dendys, Vice President of the Polish Red Cross Jerzy Zaborowski, and Director of the Regional Office of the ICRC in Warsaw Denise Duran. In their speeches, they emphasized the importance of the issues raised during the conference and the benefits of a comprehensive exchange of practices among its participants.

During the two-day conference, 5 thematic sessions were held covering key and current challenges in the field of international humanitarian law (IHL). In-depth discussions, also held within dedicated working groups, focused on among others:

  • the implementation of the resolutions of the 34th International Conference of the Red Cross and Red Crescent;

  • the operationalization of key commitments regarding international humanitarian law and the role of national committees on international humanitarian law;

  • the International Humanitarian Fact-Finding Commission;

  • humanitarian exemptions in sanctions systems;

  • the protection of medical missions and the emblem of the Red Cross/Red Crescent;

  • the Global Initiative to stimulate political engagement for international humanitarian law.

The meeting was also an opportunity to introduce its participants to Polish culture and history. During their stay in Warsaw, they had the chance to visit the Royal Castle and learn about the history of its reconstruction.
