On June 23, 2025, the first agreement in the region regarding the implementation of tasks in the field of civil protection and civil defense was signed at the Kujawsko-Pomorskie Voivodeship Office. The contract was signed by the Director of the PCK District Branch in Bydgoszcz, Mr. Krzysztof Rębacz, and the Kujawsko-Pomorskie Voivode, Michał Sztybel.

The agreement on the performance of civil protection or civil defense tasks was concluded on the basis of the Act of December 5, 2024, on civil protection and civil defense and the Regulation of the Minister of the Interior and Administration of March 3, 2025. The strategic and overarching goal of the program is to build a system of civil protection and civil defense that operates during any type of threat, regardless of the state of operation of the country.

As Mr. Ireneusz Nitkiewicz, the voivode's representative for cooperation with non-governmental organizations, said during the conference: “Today's conference shows that no one needs to be convinced anymore of how important non-governmental organizations are. It is inscribed in the law, which is very important for the entire country. Looking at the experiences of past crises, as well as the current geopolitical situation, we understand that building social resilience requires skilled and close cooperation among government administration at all levels and non-governmental organizations, which so excellently perform the tasks of building social resilience.”

Thanks to this agreement, it will be possible to respond more effectively and quickly to threats, as well as better utilize the potential of non-governmental organizations in service to the residents of the region. This is an important step in building an integrated system of security and social solidarity in the Kujawsko-Pomorskie Voivodeship.
