How does the humanitarian assistance system work in Poland? Nationwide study by the Polish Red Cross

The Think Tank of the Polish Red Cross at the PCK Humanitarian Aid Center in Lublin has initiated a nationwide study concerning the organization and efficiency of the humanitarian aid system in Poland. The project aims to assess how local governments and social organizations collaborate during aid operations and which solutions need strengthening.
The study entitled "The Organization System and Efficiency of Humanitarian Aid in Poland – the Perspective of Local Government Units and Non-Governmental Organizations" focuses on the functioning of the humanitarian aid system at the local level.
The analysis will cover, among others:
the organization of humanitarian actions,
the cooperation of local governments and non-governmental organizations,
the effectiveness of aid actions in crisis situations,
the level of intersectoral cooperation.
The conclusions from the study are intended to help prepare recommendations regarding the improvement of the humanitarian aid system in Poland.
PCK invites non-governmental organizations to participate in the study
Non-governmental organizations from all over Poland that have:
conducted humanitarian aid activities in the years 2020–2026,
collaborated in this area with municipalities and/or counties are invited to participate.
The survey is anonymous, and its results will be used to develop a report containing best practices, key challenges, and recommendations for institutions and organizations involved in humanitarian actions.
Why is this study important?
Humanitarian crises – from natural disasters to conflict situations and sudden social threats – require efficient collaboration among many entities simultaneously. Therefore, one of the project's goals is to assess how local response systems operate in practice and what can be done to respond more effectively to the needs of those requiring support.
Project funding
The project is being implemented as part of the PROO-4 Program Edition 2025 funded by the National Freedom Institute – Center for the Development of Civil Society.
The agreement between PCK and NIW-CRSO was signed on July 10, 2025, and the funding amount is 194,900 PLN.
