The Iranian Red Crescent calls for respect for international humanitarian law

As a result of the military attack on 9 Esfand 1404 (February 27, 2026) on the territory of the Islamic Republic of Iran, which – according to published reports – caused death and injuries to many civilians, including students at a primary school in Minab, The Iranian Red Crescent and the National Committee for International Humanitarian Law of the Islamic Republic of Iran express deep sorrow and serious concern about the humanitarian consequences of this incident.

In accordance with absolute and customary norms of international humanitarian law, including the provisions of the four Geneva Conventions and their Additional Protocols, the protection of civilians in all circumstances of armed conflict is mandatory. The fundamental principles of distinction, proportionality, and precaution in attack require that the parties to the conflict at all times distinguish between military targets and civilians and civilian objects and refrain from undertaking any attack which may be expected to cause incidental harm to the civilian population that is excessive in relation to the anticipated concrete and direct military advantage.

The Iranian Red Crescent and the National Committee for International Humanitarian Law, emphasizing the neutral, independent, and humanitarian nature of their mandate, point to the necessity of: full compliance with obligations arising from international humanitarian law and international human rights law, ensuring immediate and effective protection for civilians and vulnerable groups; strengthening the role of relevant international bodies in upholding humanitarian principles and norms.

In this context, the international community and components of the International Red Cross and Red Crescent Movement, particularly the International Committee of the Red Cross, are expected to take – within their respective mandates and competencies – appropriate actions for the protection of the civilian population and ensuring respect for international humanitarian law.

The Iranian Red Crescent, expressing sincere condolences to bereaved families and all those affected by this incident, confirms its full readiness to continue rescue operations and to provide medical, humanitarian, and psychosocial support within its humanitarian mandate. Furthermore, it reiterates its unwavering commitment to alleviating human suffering, protecting human dignity, and upholding humanitarian principles in all circumstances.

The protection of fundamental principles of international humanitarian law and the protection of civilians is a shared and universal responsibility. Their adherence remains essential for preserving humanity even in the most difficult circumstances of armed conflict.
