Co to jest asystencja osobista?

Usługi asystencji osobistej polegają na wspieraniu osoby z niepełnosprawnością - w zależności od jej potrzeb - w różnych sferach życia, w tym w czynnościach samoobsługowych (m.in. utrzymaniu higieny osobistej), w prowadzeniu gospodarstwa domowego i wypełnianiu ról w rodzinie, w przemieszczaniu się poza miejscem zamieszkania oraz w podejmowaniu aktywności życiowej i komunikowaniu się z otoczeniem.

Who can benefit from the program?

As part of the Personal Assistant Program for People with Disabilities for non-governmental organizations edition 2026, personal assistance services may be provided to individuals with varying degrees of disability.

Priority criteria for granting personal assistance services:

  • Individuals with disabilities living and managing independently who do not have the opportunity to receive support from others.
  • Individuals with disabilities living and managing together who meet the Program conditions and are unable to support each other or do not receive support from others.
  • Individuals with disabilities in family foster care – children and individuals in foster families or family children's homes.
  • Individuals with disabilities in family care facilities, provided that they are cared for by spouses or a person not in a marital relationship.

In the Lower Silesian, Opole, Pomeranian, and Warmian-Masurian Voivodeships, PCK does not conduct the Personal Assistant Program for Persons with Disabilities.

Who can be an assistant?

First and foremost, assistants can be persons designated by the person with a disability or their legal guardian. If the person with a disability does not designate an assistant, one will be proposed by the Polish Red Cross.

An assistant for a person with a disability cannot be a member of the participant's family.

Family members of the participant are considered to be: ancestors and descendants, collateral relatives, spouse, ancestors and descendants of the spouse, collateral relatives of the spouse, son-in-law, daughter-in-law, stepmother, stepfather, a person living in a common household, as well as a person in an adoptive relationship with the participant.

Responsibilities of an assistant

The scope of the assistant's duties and responsibilities includes particularly assisting with:

  • going out, returning, or traveling to places chosen by the person with a disability (e.g., home, work, educational institutions, places of worship, healthcare and rehabilitation facilities, medical and therapeutic offices, offices, friends, family, financial institutions, cultural/recreational/social/sporting events);
  • shopping, with an emphasis on the active participation of the Program participant in their execution;
  • handling official matters;
  • enjoying cultural goods (e.g., museums, cinemas, art galleries, exhibitions);
  • establishing contact/cooperation with various organizations;
  • performing daily activities.

Program funding

A person with a disability qualified for the program with assistant services can use it completely free of charge.

The Personal Assistant Program for People with Disabilities for Non-Governmental Organizations - edition 2026 is financed by the Ministry of Family, Labor, and Social Policy as part of the Solidarity Fund.

Funding agreements are signed individually with each Regional Branch of the Polish Red Cross participating in the program.
